Why isn’t sliding scale therapy eligible for HDHP insurance plan deductible?

I have a deductible of $2k. My therapist said she can lower the fees from $150 to $50 since I’m paying out of pocket via my HSA.

Regardless of paying $150 or $50 per session, I’m still going to have to foot the bill upto $2k anyways and the insurance wont’ do jack. So why is my therapist asking me to sign a form saying they won’t submit an insurance claim?

Even if I do a few reduced fee sessions, wouldn’t that count towards my deductible?
