No eyelashes=coverage?

Hi! I was sitting around and thinking about something that happened in the past and I remembered that Reddit has a community for just about anything…so I wanted to see if anybody can explain this to me!

See, in early 2021 my eyeglass frames gave out on me and I kind of need them to function in life. That said, I was also nearing the end of chemotherapy (eye damage was a possible side effect) and overdue for an eye exam, so we decided to get one and make sure my eyes hadn’t been damaged during treatments.

Sadly, the insurance programs I was on (medicaid included) didn’t usually cover eyecare. In fact, going into the exam when I asked if the chemotherapy could be a reason to cover an eye exam front desk outright said no and we prepared to pay out-of-pocket. Funny thing is…this changed in the exam room once they noticed my 3 remaining eyelashes; I was suddenly told that I would be covered by medicaid after all!

Apparently while the chemotherapy wasn’t enough to make me eligible for coverage the lack of eyelashes caused by said chemotherapy was. Of course we were thrilled to not have to pay 80 dollars, but I never did find out for sure how exactly this works and I am curious. Could somebody explain to me what happened here? Do the lost eyelashes count as some sort of coverable damage?
