Making under minimum required income for Marketplace / ACA insurance?

I live in a state that does not have Medicaid Expansion, so if you make under 12K income a year you are not eligible for any Marketplace insurance.

They have you estimate your income for the coming year when you sign up for a plan. Last year I made over that so I didn’t have any issues, but I’m not sure I will meet that threshhold this year (long story). If I don’t, is there any penalty / would I need to pay everything back? And would it affect my ability to get coverage in coming years?

I’ve asked a couple of health insurance agents and gotten mixed answers. If there is any official resources anyone knows of that explains the rules surrounding this I’d love to read through them. Thanks!
