Plan isn’t updating to HSA from PPO

Insurance offered through partner’s employer… It’s been 3 weeks since this fiscal year’s insurance enrollment and we switched from a PPO to an HSA; our old plan is still in effect but we are paying for HSA and obviously want that :/

HR at partner’s work said everything is right on their end and it seems to be a communication error between programs with the insurance company… Insurance company is telling us we need to talk to HR. No one has answers and this is getting absolutely insane…

Any advice on how to get this fixed? In Michigan, if it matters. Thanks.
