California Health Insurance Medical vs Premium Subsidy

My wife and I are reporting a joint income for 2021 that qualifies us for a Premium subsidy from California. The amount we are reporting is right on the threshold line of qualifying for subsidy and qualifying for medical. If we don’t hit our reported number of earnings, we would then qualify for medical, but would have to pay back the premium subsidy that we receive. My worry is that if i make less than i report, i would actually have to pay more in subsidy penalty because i wouldn’t qualify for that anymore, I would qualify for Medical (which seems kind of backwards).

should i be worried about this?
