Accessiblity Issues in Captivate 2019

our customer requires 508 compliance (Trusted Tester level); however, some of the accessibility workarounds we found for v2017 no longer work in v2019. For example, for a MC Multiple Answer question, we used a combination of Up/Down Arrows + Spacebar to support keyboard navigation. In v2019, this no longer works.

To support pop-up windows and/or hyperlinks, in v2017, we used Alt and Shift keys; if there were more than one on a slide we used Alt-1 (to open) and Shift-1 (to close), then Alt-2/Shift-2, etc. In Captivate 2019, the use of the Shift key no longer works.

Is this a Captivate bug? Has anybody found an alternative workaround?
