At my wits end with Anthem

I signed up through the marketplace (Colorado) for Anthem insurance in October. I asked that my coverage be expedited to November 1st instead of the original December 1st suggested start date. They agreed and have since confirmed my start date to 11/1.

Anthem, on the other hand, denies that they have ever received or approved that information, despite me having a confirmation email from the marketplace that it was approved to 11/1. I have been on the phone with Anthem (and have done several conference calls between Anthem and the marketplace) trying to get this resolved and it goes the same way every time. Anthem tells the marketplace what it needs, the marketplace sends the information over, Anthem denies receiving that information and still having an effective start date of 12/1.

My trouble is, I needed the insurance to begin on 11/1 because I had a doctors appointment and medication I needed to take care of in November. When I expressed this to Anthem, their representative told me to “go ahead and do the appointment and get my medication as it will be taken care of by then.” Unfortunately now I’m stuck with a ~$500 medical bill because Anthem still refuses to backdate my coverage even though the marketplace has already confirmed that Anthem has backdated it.

What are my options? I have this medical bill hanging over me now, the marketplace who claims there is nothing else they can do, and Anthem who refuses to backdate my coverage (even though they’ve already backdated it but not really???).
