BadgerCare/ForwardHealth (Wisconsin) service denial issues

Second post. First one didn’t take for some reason (apologies if it shows up later).

A friend of mine is being denied covered services due to a documentation issue with ForwardHealth

Background:

-Young friend (22) is enrolled in Badgercare (UnitedHealth Wisc).
-She was previously covered (2019) under her parent’s health care (mother is policy owner).
-Incorrect coverage policy was terminated sometime in of 2019. Exact date is not known.
-She is estranged from her parent and they are non-cooperative.
-ForwardHealth still shows the previous coverage (in addition to the current) when providers look it up.
-ForwardHealth will not remove the old policy without proof of NON-coverage, including exact termination date.
-The original insurance company will not provide the required information because my friend is not the policy owner (despite being on the policy). They have confirmed the entire policy is closed.
-BadgerCare policy was approved and initiated recently, which should imply that the other coverages do not exist.
-The provider will not submit the services to the proper insurance company and is denying service due to the issue (unless she pays cash).

This seems like a bureaucratic circle jerk. My friend is unable to manage her own healthcare or obtain covered services because of it. Does anyone have experience or suggestions on how to circumvent this paperwork roadblock?
