Can I add my sister and her baby as dependents?

My sister (16) lives in Pennsylvania with our mom and my stepdad. In September, she had a baby. Our parents do not make a lot of money, and as a result she and the baby have PA Medicaid. They are covered now, but she’s graduating high school next year. The current plan is for her to move in with my boyfriend and I (in Virginia) after high school and go to college here. The small town we grew up doesn’t have a lot of college options, and we’re happy to have them and support her while she gets her education. My nephew has a rare genetic condition (Pompe disease). It isn’t causing him problems now, but he needs regular monitoring by specialists, and he will need extensive treatment if it ever starts to be symptomatic.

Can she transfer their medicaid to VA? My boyfriend and I make substantially more money than my parents, so if our income has to be counted on the application, I know they won’t qualify. I’m starting a new job with great health coverage. If they can’t get Medicaid transferred to VA when they move, can I put them on mine when they get here? What are the qualifications to add them as dependents? My mom is having a hard time with the idea of them moving, and this is one of her biggest concerns. I want to have a plan to make it as smooth of a transition as possible.
