Can insurance charge two different copays for same in-network psychologist? Does MHPA apply?

I have not been able to make sense of this despite multiple calls with insurance… After attending family/couples therapy we paid $20 copay, but when sessions dropped to one person it’s apparently a $40 copay. Same psychologist and in-network, just different billing codes used for service provided.

Also, do we have any traction to fight this per Mental Health Parity Act (MHPA) as our medical copay for a regular doctor visit is also $20?

Thanks in advance for your help.
