Can insurance companies still refuse to cover you if you have pre-existing conditions?

My husband recently lost his job and with it our health insurance and it has been hell trying to navigate everything. We can’t do an ACA plan because we make JUST above the cap to qualify for subsidies but can’t afford the monthly premiums on top of paying out of pocket until we hit our deductible. So we’re looking at other options. I have several pre-existing conditions, and am being told by health insurance specialists that short term insurance policies won’t treat them, but I thought that was illegal now?? The HHS site says that, as of 2014, “health insurances can’t refuse to cover you or charge you more just because you have a “pre-existing condition”

Most of these so-called “health care specialists” I’ve spoken with have been sleazy salesperson types so it’s been impossible to get a straight answer. Any insight y’all can offer would be dearly appreciated!
