Can you help me with this prior auth issue?

My mom needs outpatient surgery with her ophthalmologist (YAG laser capsulotomy CPT code 66821). He’s booked out 2 months but his office won’t let us schedule her surgery date until they can get the prior auth from her insurance (Health Net of California HMO). It’s now been 2 weeks since her initial consultation and they have yet to start the prior auth process. Every time I call them, it’s a new excuse that so-and-so is out sick and “she does all our prior auths.” Since the doctor is booked out so far, I asked them if we could get a surgery date on the books while they work on the prior auth. They said no. Is it normal for doctors offices to refuse scheduling a surgery date until the prior auth is received? It seems very unfair that my mom is now going to have to wait 3 months for surgery because they can’t get around to the prior auth. I would appreciate any advice you can give me on what to say to the doctor’s office so that we can secure a surgery date.
