Cobra Insurance Question

I have a 1.5 months gap between jobs, and am thinking of enrolling in COBRA. The COBRA guide states that the employer must notify the plan within 30 days after a qualifying event (voluntary resignation in my case) occurs. Then, I will get a letter from the plan, and notify the plan that I will enroll. I am thinking, all these processes can take up to 2 months. BTW, I am aware of the retroactive enrollment (60 days under CARES act?).

My current insurance will stop pretty soon after I resign from my current job. Let’s say, I resign on 5/15, and the insurance stops on 5/18. If I go see a doctor on 5/21, they will ask for insurance information, which will show up as inactive. If the doctor’s office refuses to provide service because my insurance is inactive, what do I do? Explain about COBRA? I don’t think the doctor’s office will care. Anyone who has experience with these nitty-gritties of COBRA?

Edit: Do I pay out of pocket first, wait for 60 days for COBRA to kick in, then get reimbursed retroactively? Without the network-negotiated pricing, the out of pocket cost will be pretty high, especially for outpatient procedures.
