[colorado] updated my earnings to ACA and my plan switched to one that is worse 2/ a higher deductible. Has this happened to anyone?

I signed up for a Kaiser silver 400, which started January 1st. But I updated my earnings in March and then I got new cards in the mail saying I had been switched to the Kaiser 2500 plan. I spoke to someone at the ACA and they said because I had reported changes that they had given me a higher deductible plan because I rarely use my insurance.

Can the ACA just change my actual plan and also give me higher rates/deductibles. They said it was caused by me not using my insurance enough and therefore I had to have a higher deductible ???
