Company United Healthcare vs Cigna (CA)

I recently received a job offer, and the new company offers either Cigna Core HDHP or Cigna Enhanced PPO. I have United Healthcare SignatureValue Advantage HMO through my current job. I’m 23M, in San Diego CA; my current job with UHC pays about $40k, and this job offer with Cigna is $62k. I don’t know much about health insurance in general, so trying to compare these plans is a bit difficult for me. Appreciate any helpful advice and explanations!

I’m looking for a plan that covers mental/behavioral health visits to a therapist/psychiatrist, with low copayments for prescriptions and a low premium. Ideally, I would only be paying a maximum of $20 per visit (I know some of my friends who are covered by Kaiser don’t pay anything out of pocket). It’d be nice to have everything covered by insurance and not have to worry about paying any premiums, copayments, anything out of pocket.

I know that my employer covers the premium for the UHC plan, and behavioral health visits are a $20 copayment, with an overall plan calendar year deductible of $0 (says none on the benefits package, if I’m understanding that right), and an annual out-of-pocket limit of $3,500. There is also no prescription drug deductible.

Looking through Cigna’s plans’ benefits, it mentions that I would be paying up to $200 per visit for behavioral health. There is a $1500 deductible and $4,000 out-of-pocket maximum for the Core HDHP plan. I would pay 20% for non-preventative visits after the deductible. The package doesn’t mention how much the premium is, and whether the company would cover that premium.

Given what I am looking to use from my health insurance, which plan would best suit my needs? What kind of questions should I be asking from the job offer to clarify?
