Copay questions- Can doctors forgo copays? Can they be reimbursed?

I’ve been trying to learn more about remote patient monitoring for people with chronic conditions. My understanding is that many people, especially medicare and medicaid patients have to pay a copay for these services, which makes them out of reach to many lower income people.

I’m wondering if doctors can forgo copays, knowing they are making less money, but making a service more affordable to poorer patients. Or, can copays be reimbursed so the patient doesn’t have to pay every month for these services?

Remote patient monitoring is to help catch issues before they become very expensive and intrusive to address, which makes me wonder why this almost preventative care even has a copay, as often preventative care does not.

Any insight would be great!
