Could someone explain what a non-operator rate is?

I was given health benefits at my job. For the medical insurance, there’s a single weekly rate, and a non-operator one that’s about 13 bucks less. It doesn’t have this option for dental or vision, just medical.

Any ideas what this is? Couldn’t find anything else about it, other than car insurance?
