My dad (turning 63 this year) and my mom (turning 62 this year) are enrolled in Medi-Cal starting this January. Up until December 2020. they were under Covered California and in December, they started receiving letters from the social services office to fill out some paperwork and submit some documentations to get their Medi-CAL application started.
My parents completed all the required steps and have received their BIC Medi-Cal card. Everything seems fine until last night when my dad frantically called me and said they just found out something called Medi-Cal estate recovery. The way he understands it, because they own a house, when they pass away, their adult children must repay the state of California an amount of money because they were using Medi-Cal. I am completely brand new to this so I was very surprised when he told me this. I asked if he can call his case manager from the county but he told me the case manager never picked up the phone. I later looked it up and it turns out the branch office where his case manager is located is closed until further notice due to covid.
We’re not sure if there’s some sort of representative for Medi-Cal that we can ask so I wanted to post this question in this thread. My mom said what if they just sold their house ASAP and move to an apartment, that way, they won’t have any property under their name. All night, I tried to look up if someone else is in this same situation but I failed to find any resolution.
So, the ultimate question is: if my parents sell their house immediately, will the state still come after their descendants to pay the debt?
and is there a way to contact a representative for Medi-Cal to answer any of our questions? For context, we live in Orange County, CA.
