Dad makes too much to qualify for Medicaid, lowest monthly premium is $1100 when he only makes $1900 on Social Security

Kind of at a loss right now. My dad is currently on Medicaid in California. He moved to Virginia to live with me because he was having some substance abuse issues. His only income is social security retirement ~$1900 a month. He did not qualify for Virginia medicaid due to his income being too high. I applied for healthcare for him on the Federal Marketplace and his cheapest plan is $1100 with a $8000 deductible lol. I have no idea where to go from here. At this point it just seems to make more sense for him to not have any insurance. Do we have any recourse here? Or is he just going to have to ride it out for another 1.5 years until he hits 65 and can get Medicare? Thanks in advance for any help.
