Dad says I [23F] am no longer covered under his insurance?

Sorry this is all new to me. I thought I didn’t have to worry about this until I was 26.

My dad is a contractor. I don’t know if that means he is “employed” by a company or if he owns his own “business” and is employed to himself? Does this have an affect on children’s coverage of the parents health insurance?

Anyway, he told me last month that starting for 2022 I was no longer covered under his insurance because he stopped claiming me as a dependent and because I have been living away from home & paying my own rent. Currently, I am a part-time student at a California state public university & I work as a full-time intern at a tech company for a few more months – then, I’m unemployed. I have been living on my own for several months now and paying for my own rent and groceries (barely). My dad says because of this he no longer is required to pay for my health insurance and just… stopped?

So, for the past month I’ve been trying to learn about health insurance & applied on CoveredCalifornia. I was just told I am not eligible for any plans and they said I have conditional eligibility for Medi-cal. Am I doing this right?

Also, is my dad trippin? Like, I thought this was some universal rule where American kids are covered until they’re 26? I don’t want to get in trouble with the gov’t or whatever just cause he’s being a cheap ass. He said his insurance plan only covers him and my mom, but he doesn’t want to include me & my brothers (21M, 26M) because the price of insurance (premium?) doesn’t change when my older brother gets kicked off. So, when all 3 of us were under 26 & covered, he was being charged $300/month (example) and now that my older brother just turned 26, he is no longer being covered, but insurance still charging the same rate of $300/month. (I hope this makes sense).

Please help. I get frequent UTI’s and kidney problems, and currently still dealing with some.

tl;dr: Can my dad kick us off insurance when we are under 26 just cause he stopped claiming us as dependents & I started supporting myself away from home? Can I get in trouble with Medi-Cal because of this?
