Does anyone have experience with Cal-Cobra to extend Federal Cobra for health insurance?

I left my job 18 months ago. I have been on Federal Cobra medical insurance for the last 18 months and I am not at the maximum point at which the cobra expires. In California, there is Cal-Cobra which can extend to 36 months total max which would give me another 18 months. However, the language describing Cal Cobra is very confusing and my benefits administrator has such poor customer service that I am getting conflicting and confusing answers.

Would I qualify for Cal-Cobra at the end of the 18 months to extend for another 18 months? Or would I need a qualifying event to extend it?

Duration of Coverage Continuation

Federal COBRA generally extends health coverage for 18 months. Individuals with certain qualifying events may be eligible for a longer extension (e.g., 29 or 36 months).

Cal-COBRA allows individuals to continue their group health coverage for up to 36 months. For individuals covered under federal COBRA, Cal-COBRA may also be used to extend health coverage for a combined period of up to 36 months. For example, if an individual has used up 18 months of federal COBRA, Cal-COBRA then allows the individual to maintain coverage for up to 18 more months for a combined period of 36 months.
