Double coverage not counting toward deductible (Kaiser + VA)

Hey gang!

I’m double covered by the VA and a Kaiser HDHP through my employer here in Oregon. The VA plan covers only me while the Kaiser plan covers me and three dependents. Before switching to Kaiser anything I did though the VA would count towards the deductible of my other/civilian plan (even though I pay nothing for VA care/coverage). I spoke with the VA about this and they agreed that it should count against the deductible. I’ve also talked with Kaiser and they agree things should work that way too but also that the VA has never tried billing them.

I feel like I’ve hit a dead end with both organizations. Neither seems to be able to connect the dots to fix this oversight and I’ve called every number I can find over the last year to no avail. Does anyone have advice on how to get this fixed?
