Exchange doing a bait and switch on plans – How to resolve

I got a plan earlier this year through the exchange. It was a great plan with a plan identifier from the company that differed from another (rather terrible) plan by one letter.

The exchange needed some info from me and I gave it to them. It actually send the plan without the letter (the terrible plan) to the inurance company. I dug in figured out what was going on.

Plans 12345 – High deductable, terrible plan 12345B – The plan I chose. Lose deductable.

On Healthcare.gov, this is being shows

12345 – The number of the terrible plan but with the benefits of 12345B

On my insurance website 12345 – It shows this plan with all of the high deductables.

Basically, Healthcare.gov and my insurance company are doing a bait and switch and committing fraud.

Anyone have an idea of where I escalate this. The people on the phones of both are rather useless.
