Georgia marketplace confusion

Everything started about mid year 2019. I just moved back into the USA from abroad where I didn’t work for 2 years. I got marketplace coverage for my wife and I once I got back since she was pregnant. I got marketplace insurance and when asked my predicted income for the year I put $8000 because that’s all I was going to make in 2019. They said insurance would be $500 for that income level which is $6000 for the year when I would only be making $8000. I was employed at a company making $1000-1500 per month after tax. The insurance would be $250 every two weeks if I decided to get it after my 90 day probationary period. I got this job only for insurance for my pregnant wife. Come year end the company had to renew with the insurance companies. The new insurance was going to be $500 every two weeks. Meaning almost 100% of my income would go to insurance. Not seeing a benefit to paying 100% of my income to insurance I stuck with the expensive silver plan on the marketplace (kaiser) I called 3 times to confirm after the new year my coverage would continue. They said I’m good to go. Well come January 1st I never received new insurance cards and they didn’t withdraw money from my account. I call them and they said they didn’t renew my plan and that I could get it feb 1st. That was too late as my child was born early January and I didn’t have coverage. Being upset I called and called and called the marketplace, kaiser, and my elected officials. Nobody could do anything. My family and I was uninsured for all of 2020 and also most of 2021. My wife got pregnant again so I decided to get health insurance again. Now for 2022 my salary will be about +- $30,000 for a family of 4. They said I can get tax credits to help pay but if I make more than $30,000 they said I will have to pay ~$900 per month. How can anyone afford these rates? We never go to the doctor because we cannot afford it. My child qualified for medicare last year but this year they said I will make too much. What should I do? Why is insurance so ridiculous in this country. I’m drowning here.
