Group Health Texas (Complicated) Looking for help

Business started their health plan in November. They had a 51% increase in premiums due to their 2020 claims.

Business has 97 Employees

Current Participation about 50%

Employee Only -33

Employee + Spouse -3

Employee + Children – 8

Employee + Family – 5

They are with United Health Care. Employer contributes $370 per employee.

HR told me the Family option is just over $2000. Here is his question and I do not know the answers. Looking for help:

The employee that had the bulk of the claims voluntarily left the plan. He is now on his wife’s plan through her employer. Due to this, the business asked to be repriced by the carries. United said maybe after 4 months of new claim info. Blue Cross / Blue Shield said after 3 months. A lot of the employees are asking about dropping due to the high premiums.
I have an affordable option with similar coverage at 50% the cost.

He asked for two options

Cancel United Healthcare and do open enrollment with me offering the new carrier plan.

or:

Can he offer the new carrier with a start date of 2/1 for those who could not afford the current carrier? Can the other employees cancel United if there is not a Qualifying Life Event to save money and get into a plan they can afford?
