Health insurance for dual US/CAN citizen who does not know where they will be

Hello Friends! So I am some pretty broad and general questions regarding my health insurance options.

I am fortunate to be a dual Canadian and US citizen and have no existing health conditions only needing emergency coverage. I grew up in the states where I was naturally on my parents insurance then did school in Quebec where I became a resident and was covered but the provincial healthcare.

Now I have recently graduated and I am working in the states until the end of June. So far I have just been on Blue Cross Blue Shield travel insurance because the insurance rates are so high here (note: my parents are now in Can) and because the US Medicare wouldn’t start up for another 3 months.

At this point however, I am unsure where I will be next. I may be going to grad school depending on acceptance/finances however that may be a while. In which case I am not sure I will be in the US or Canada or elsewhere entirely. I am aware that if I am out of QC for more that 183 days that I will lose the healthcare there (and thus no longer be eligible for Blue Cross Blue Shield). So because of this I am unsure if I should be looking for insurance in the US or Canada.

In conclusion, I am looking for flexible insurance that would cover me for US or Canada or even beyond that would be flexible. I am a recent graduate so I am not loaded, just very confused. Any help is greatly appreciated.
