Health Insurance when unemployed

So folks I have a question about getting health insurance when unemployed.

I will be earning zero income in 2022 for reasons beyond the scope of this question. Ideally, I think I’d like to make use of healthcare.gov and get a subsidized plan. However, from my understanding of the law, if you qualify for medicaid (with income under $24k annually, or whatever it is, by state) you have to pay full price for ACA plan coverage.

The healthcare.gov web site says:

If you qualify for Medicaid, you aren’t eligible for savings on Marketplace insurance. You’d have to pay full price for a plan.

My situation will be temporary, so I really don’t want to apply for medicaid. Do I have to pay full-price for plans from healthcare.gov? That seems crazy when, if I only earned a tiny amount of money, I could get healthcare for free with subsidies.

What are the best options for someone who is temporarily unemployed, or self-employed, but with very low income. I know about short-term insurance, but I think ideally I’d like an ACA plan if possible…
