HMO has coverage but no available providers

Is it possible for force an HMO to pay for outside treatment for something that’s covered if they don’t have available providers?

I’m battling an HMO (Kaiser) for regular therapy services for my child which they have been referred to receive, but Kaiser does not have any providers with regular availability to provide it. We ended up having to go outside of Kaiser and pay out of pocket. I’m trying to get Kaiser to cover this and filed a grievance with them, but while their response acknowledged it’s covered they completely failed to acknowledge that they have no available providers. Any suggestions are appreciated.
