How can I change my mother’s insurance?

My mother was diagnosed with Chronic Myeloid Leukemia (CML) about 2 years ago. While she’s doing fine with medication, my dad is stuck in a shitty job which he gets affected by mentally, just for the insurance. Her medicines are way too costly without insurance and my dad is afraid to change his job because he thinks insurance might not cover this pre-existing condition and we’d have to pay the full price. I am currently living with them and helping them out so it’s going pretty well with as far as managing money goes.

Would there be any way to buy health insurance for my mom separately without having to depend on my dad’s job? I can’t put her on my insurance unfortunately. Currently looking into Marketplace and Medi-Cal since we live in California. She is in her early 50s and doesn’t work anymore so there’s no income on her part.

EDIT: My dad is in his late 50s, income is about $130K, our zip code is 94555.
