How does step therapy override legislation work?

I work in a doctor’s office on prescription authorizations in Texas. We have Texas SB 680 which should allow us to bypass step therapy restrictions especially when a current medication is effective. However, it seems that whenever I mention this law as a way to get a denial overturned, the insurance company just ignores it. Does anyone know if Texas SB 680 and other step therapy bills are legitimate laws that insurance companies have to follow?
