HTML Content not functioning on web server

With Flash being no longer supported, we have attempted to republish our content without any SWF supported features as HTML published content.  After downloading to the web server we use, the content is unable to load.  Is there any reason why HTML content would fail to work on a web server?  If this means that we need to rebuild our content, how do we know the features we are using in Captivate won’t cause the same issues after the rebuild?  We use Captivate 2019.
