Husband losing benefits 1-2 months before our child is born

My husband is quitting his job to freelance. This will work better for our upcoming life changes with the birth of our first child. He wants to give his employer ample notice in efforts to not burn a bridge (and retain a working relationship in the future $$) rather than going on paternity leave and subsequently telling them he’s never coming back. He can’t “hold off” on quitting for a while after the baby is born either, this job is miserable.

BUT. This means they’ll probably terminate his employment/benefits to hire someone new before this baby actually comes, and therefore we’d need new coverage.

I am terrified of switching insurance a month or two before a giant hospital bill is coming our way.

Is there any way to know if your company qualifies for COBRA without directly asking them? Cobra info online says it’s available for companies with 20+ employees, but we have no idea if his company hits that threshold or not, they’re a local business with full time employees and contractors, and we don’t know who is which, how many etc. Would cobra even apply if your company let you go in this situation? He’s attempting to give them notice but we’re assuming they’ll say “no, go ahead and leave now so we can hire your replacement.”

Any help/advice is GREATLY appreciated. Feeling very overwhelmed and stressed out, which is not ideal when you’re super pregnant (or ever).
