Husband missed enrollment window at work

So just as the title says, my hubby missed the enrollment window at work. His company has switched providers. I only discovered when I called the new provider requesting our member number. I was told by the providers representative that sometimes enrollees names are delayed. Specifically sometimes HR folks and brokers are late in submitting names to the insurance company. So are we screwed? Can he speak to HR and get this fixed? I haveType 1 diabetes, not having insurance is not an option. I feel sick to my stomach over this.

Any info is appreciated.
