In-Network provider is trying to bill me the exact amount the Cigna discounted. Are they trying to pull a fast one?

It has happened before. I went to an in-network provider for some service, Cigna processed the claim, discounted a huge portion of it, and I’m responsible for only the deductible and coinsurance.

Then a few weeks later I get a bill from the provider for the exact amount Cigna discounted. I called and they would immediately tell me I don’t have to pay.

It just happened again, went to get an ultrasound at an in-network provider, Cigna discounted $1026.55 and I just got a bill from the provider to pay $1026.55.

I’m pretty sure when I call they’ll just tell me to not have to pay. Since this is the second time it happened to me, it makes me wonder if these people are just trying to pull a fast one on unsuspected victims. How is that legal?
