In USA, is the HSA card/insurance the best card to pay for transport for wheelchair users? But I don’t have an HSA card, what are the best cards to pay for it?

I admit that I might not be understanding health insurance or HSA cards correctly and am unsure if they can both be used in some circumstances or not

Can USA health insurance (like freedom life) cover it in some cases/what does it code as (so I can check with my health insurance company)?

Do I need a doctor’s note or something? What if my doctor is a foreign doctor outside the USA?

Or what is the best strategy? Pay out of pocket with the coinbase debit card and get 4% back in crypto? Signup for a bonus with a low minimum spend card and use the wheelchair transport costs to hit a credit card signup bonus? Better strategies?

Or can uber/lyft be used for this as long as your wheelchair is foldable? Or bad idea? Then could use the celtics credit card for 7x points back on uber/lyft
