Income too low to qualify for Medicaid?

I have an income that’s currently below the federal poverty level and, after filling out my healthcare.gov application, was told that I did not qualify for a healthcare premium tax credit. That surprised me but then I figured out the reason for this was because I’d probably be eligible for Medicaid and was not offered a premium tax credit because of that.

I then saw though that I was not eligible for Medicaid (according to the healthcare.gov website). That made no sense to me so I did some research and, sure enough, if you make less than 100% of the FPL, you don’t qualify for income-based Medicaid (https://imgur.com/0318XP2). What? So, (1) What does qualify for Medicaid then? 100%-138% of FPL? How can you be too poor for Medicaid? and (2) What am I now supposed to do about health coverage? How do people making less than 100% of FPL get medical coverage? Any help would be appreciated.
