Insurance company isn’t letting me cancel my health insurance without proof of new insurance?

I currently have insurance through a marketplace plan, but it was purchased through a 3rd party HRA through my old employer.

When I left that job, I stopped getting reimbursed, but my card got billed the full amount. When I contacted the HRA company about it, I was told that I would need to contact my health insurance directly to cancel my insurance plan.

I called my insurance, but they are telling me that they cannot cancel my plan without proof of new insurance. I’ll be getting insurance set up at my new job starting April 1st, but until then I have no proof of coverage.

I cannot afford to have another $400+ taken out of my account again. Can they really keep me on the hook like this?
