Is my eligibility for Medi-Cal based on my current income, or my most recent find tax return?

I’m not working and on State Disability Insurance in CA, which isn’t considered income for Medi-Cal so my income for this year is expected to be 0. But I was above the income limit based on my last filed tax return which reflects 2019 income. The Covered CA site directs me to upload last year’s return that reflects CURRENT income, or a current pay stub. So I’m confused on if my current income or last year income counts
