Looking at two BCBS insurances – why would an EPO provide OON coverage while the HMO doesn’t?

HMO myBlue 1605

Been playing hooky with the doc for the past 5ish years, so I plan on performing all the tests and labs this year. I’m considering the EPO over the HMO just because of the OON coverage. Premium on the EPO is 100$ over the price of the HMO though.
