Maryland Health Connection- Carefirst won’t let me pay first premium to activate policy

Hi everyone- has anyone ever had experience with activating a CareFirst marketplace plan in MD? I submitted my application over the phone with a Maryland Health Connection rep on 4/22 for a Carefirst policy that was supposed to start on 5/1. The MHC representative told me that CareFirst would send me a bill but that I should call them on 4/27 to pay my first premium if I haven’t received the bill in the mail yet.

I called CareFirst on Tuesday 4/27 as instructed to see if I could pay my first premium, and every business day since then including today, a total of 5 calls. Every time I call, they say that they have received the application from Maryland Health Connection and give me a member ID but say that the bill has not been generated and I can’t pay the first premium yet. Every time they call me, they give the same script to me about the policy being pending, tell me to wait another two business days and call back. How much longer will this take? I just want to pay my premium!!

My old policy ended on the 30th so I am now uninsured. I can log into Maryland health connection and it says the application status is “initiated” but I am unable to register on the Carefirst website. Any help or advice would be much appreciated!
