TL;DR: MassHealth Connector randomly terminated my health insurance at the end of March and didn’t tell me until the end of April. I’ve never missed a payment. Apparently I need to wait “3-5 business days” for my new plan to backdate to April 1.
Questions: Who is liable for health expenses during that time? Can someone be held responsible for potentially ruining my life with needless healthcare expenses?

My wife and I purchased health insurance through the Massachusetts Health Connector starting October 1, 2021 due to the qualifying event of me losing my job which was providing our insurance. This was accepted, our eligibility was approved, and we purchased insurance for 2021.
We submitted our 2022 application in 2021, well within the required timeframe. My eligibility was approved, and the plan I was on in 2021, a Tufts ConnectorCare plan, continued seamlessly into 2022. I’ve never missed any payments.
On March 31, 2022, our plan was abruptly canceled. We were not notified. My wife’s health insurance was immediately re-instated, and she appears to have had no break in coverage. My insurance was not automatically reinstated. When I researched this event afterwards, I noticed that I retained eligibility for many plans through the Massachusetts Health Connector, but not for the plan I had previously.
Last Monday, we received a letter dated 25 April, 2022 from the “Health Connector Processing Center”. It tells us our insurance was canceled on March 31st, but provides no explanation. The letter, signed “Massachusetts Health Connector”, both acknowledges that they never sent us a “plan termination letter” and aplogizes for not sending this letter.
Keep in mind, I’ve had no insurance since the first day of April and I didn’t even know because nobody told me. The organization responsible for alerting me is aware that they were supposed to, and that they didn’t. This mistake could’ve bankrupted my family and ruined my life.
I finally selected a new plan, made a triple payment so that it could be backdated far enough, and called the hotline to have my plan backdated. I was told it would likely be backdated within 3-5 business days. Neither of the two employees I spoke to had any explanation for why any of this transpired.
As stated above, my questions are as follows: If something should happen to me medically in the next few days, do I have legal recourse to be compensated by the state for terminating my insurance without notice? Additionally, do I have an avenue of holding responsible parties accountable?
