My father moved in with me earlier this year from another country and hasn’t had health insurance since – am I liable for penalties as the Head of Household in California?

My father moved into my California apartment from outside the U.S. in April of this year and has held multiple jobs since, but not long enough where he qualified for each employer’s insurance. The employers typically had policies where you had to work for at least three months before qualifying for their insurance plan.

I am the Head of Household for both myself and my father and will file my tax returns as such for this year. Will I be liable for any penalties? If so, should I file taxes separately from my father? I make a lot more money compared to my father so I will have to balance however much tax return I get as Head of Household minus penalty vs. tax return as Single filer but with no penalty.
