My insurance went from $41 a month to $258 and I never went to the hospital…is this normal?

I am reenrolling in benefits this morning and my coworker who came on at the same time as me only had his go up by $5 living alone with no dependents, same age, and we both got raises at the same time. I found out after the fact that I was offered $7000 less than the position average so there’s no way he’s making less than me…something just doesn’t add up
