TLDR: I need to switch to a non-injectable form of a medication I’ve been taking for three years due to a needle phobia and panic attacks. I have been calling my doctors, insurance company, and pharmacy since late January with everyone saying it’s someone else’s job to start that paperwork and I’m getting nowhere. What can I do, or who can I contact, to sort this out or at least get more information on what I’d need to do?

A bit over three years ago, I started a medication that comes in dermal and injectable forms- I was a minor and not allowed access to the counseling that’s supposed to lead up to that prescription and as such I got stuck with the injectable version, despite always having had a needle phobia.
Back in January, I hit my limit and started trying every way I could to get the dermal version, I have severe mental health issues and the extra, scheduled, panic attack every 7 days is really not helping anything. I also periodically miss doses because I cannot administer it myself, and if I don’t have someone home at the right time who can help me, I just have to skip that week. I have since had the prescription ordered by 3 separate doctors and none have made progress.
One doctor was able to tell me that I’d need letters from psychologists, but could not tell me exactly what the letters needed to say to verify the needle phobia and need for the medication. The other three who actually wrote the prescription basically shrugged and blew me off when I asked about getting the PA. Two told me that my insurance company is supposed to send them paperwork to start it when they order it, but they haven’t, and the third said the pharmacy was supposed to send that paperwork.
I have called the insurance company and pharmacy more times than I can count. The insurance company told me to call my doctor and that they couldn’t help me, the pharmacy told me the same thing. A few people said to call the insurance company, others said the doctor. I’ve been calling in circles all year with no new progress at all. Last month, when my family member went to pick up a prescription for me, the pharmacist noted that the prescription I’ve been pursuing was showing up “oddly” in her computer and said she’d send it to their PA department, and I haven’t heard any updates at all since then.
Is there literally anything I can do here? Am I doing something wrong? Who might I be able to get information from? I still need to know what the letters of approval need to say, and who to contact to acquire the paperwork.
[in case it is relevant- I have blue cross blue shield through a family member’s employer, in florida 33616, im 20 and have a very inconsistent income, 9-12,000 per year. the medication would be over $600 a month without insurance, I cannot afford it without the PA]
