Need help choosing Cigna vs. BCBS

I just recently started a new job and I need to choose between my employer’s Blue Cross Blue Shield medical plan and my husband’s Cigna medical plan for enrollment tomorrow. I’m 29 F in Michigan. Healthy but do see a specialist a few times a year.

The monthly cost difference between plans is only 6 dollars so it really comes down to what is the better plan (details below). Cigna appears to have better coverage at 100% coverage after the deductible however I’ve always heard BCBS is superior with a wider network and negotiated rates, wondering if it is better to go with them?

BCBS PPO: 1000 single deductible, 20% coinsurance, $30 co pay for doctor visits, specialist and urgent care. $100 co pay for ER. $5000 out of pocket maximum. FSA optional, employee funded.

Cigna OAP: This would be a family plan instead of single, $4000 deductible, but the company pays $3000 with an HRA so we are only responsible for meeting $1000 as a family. Plan pays 100% after copays and deductible, I see no coinsurance listed. $30 co pay for doctor visits, $40 for specialist, $80 for urgent care, and $150 for ER. Out of pocket maximum is $15000. No FSA.

What would you choose?
