Need help for my brother in law who missed his medicare window

Will try to make this as brief as possible with all the relevant info.

My brother in law is not very bright…but also is stubborn and never asks for help. He is 66 years old as of May 5th.

Sunday we called him to see if he was coming over and we found out he had a stroke the previous weekend. He never called us. He never got medical treatment. We were on our way home from being out of town…so my husband went over as soon as we were home and took him to the ER. He did in fact have a small stroke. He stayed 2.5 days and had tests. He’s got a few prescriptions and should probably get some speech and physical therapy. He is a bricklayer and does not make much. He told my husband he made 14k this year which seems strangely low he does have to pay rent and car payment/insurance etc.

He got his medicare letters last year and ignored them. He has no health insurance.

I am under the impression that he can’t sign up for medicare until January and it may not take effect until July. Next thing I would think about is medicaid, but he has a Roth IRA in his name that my husband contributed to which is worth around 100k. So I am assuming that ruins that.

So we are kind of back at square one assuming we need to get him signed to a healthcare plan so he can see doctors and therapists….and it’s just a bit overwhelming. I have always had health insurance through a job or my husband which is through his job. Everything I have looked at so far just asks for email and phone number. Then they call my brother in law who is having a little trouble speaking coherently and even if he wasn’t he’s just not very capable of handling things like this on his own.

I am feeling a lot of pressure to handle this since my husband works and I’m a stay at home mom but my kids are in daycare/camp. So I have time but I’m just frustrated by the whole situation….my brother in law is not helpful. We asked him for his tax returns from this year and are still waiting for him to get it from his tax person who he claims he doesn’t even know the guys phone number. Frustrated doesn’t even begin to describe it lol.

Is there a place I can take him and my husband and we can sit down and have someone help us figure out what is best for him? I don’t really think it’s going to help him to sign up for some plan with a huge deductible and I feel like he must qualify for some kind of aid when it comes to what the hospital bills will be. The social worker at the hospital was zero help, just said she had the whole floor and had no time to sit down and go through this with them. So it’s on me.

We live in Maryland, Anne Arundel county.
