Negotiating with hospitals

So, I’m one of those idealistic self employed people. My COBRA (wife’s former employer) is up 2/15.

I think my best plan is the ACA until whatever administration figures out how to get rid of it. But I give up my cancer hospital. (They don’t take any ACA plans.)

I’d like to keep my cancer hospital since I only see them occasionally, maybe once a year. Is it at all realistic to work with them on payments when you decide to pay 100% of it yourself? I understand there’s some kind of negotiated rate with insurance providers
