Non-Payment of COBRA during Pandemic (Outbreak Perios)

I am hoping someone can offer me some information.

I was laid off July, 2020. I opted for COBRA and this kicked in August 1, 2020. Premiums are $995/month. I did not have that kind of money, so opted to make use of the Covid-19 COBRA payment extensions. With no new insurance, I remained under COBRA from August 2020 though July 1, 2021. I never made a payment. My April, May, and June Payments were covered by my past employer reimbursement under the last legislation. From August 2020 though March 2021, for whatever reason my past employer paid my COBRA payments to the insurance company. During that time, I used my insurance and the insurance company paid out approximately $3,700 in claims. Keeping in mind I never made a payment and was never under any obligation to make a payment as normally COBRA would be cancelled for lack of payment, I am now opting not to make payments which is my right to not pay and lose insurance coverage. However, my past employer (very large State employer) kept paying my payments. Apparently, the insurance company will not pay back any premiums to the employer, saying that they are not involved in employer/employee benefit protocols. They have been paid and they paid out the medical benefits as I was indeed insured. As mentioned, I not going to make any payments as I don’t have that kind of money. In particular, I am not going to pay the $7960 in premiums as was always my right. I had one year from my COBRA date (or when the Outbreak Period ended) plus the grace period to ever make a payment or let my COBRA drop.

I am certainly not the only one whose past employer (for whatever strange reason) paid the COBRA for their employee, the insurance paid on claims, but as is my right under the COBRA extensions, I decided not to ever make a payment and let COBRA drop. Why would an employer pay premiums when they did not have to? Can they try and recover premiums? Are there any thoughts as to how this will shake out? Do I have to pay the premiums given I have until the Outbreak Period ends or one year since dismissal to not make any payments and normally lose insurance. Does this make sense to anyone here?
