Only 1 Doctor in Area Performs Certain Surgery and is OON. Re-enrollment or Private Health Insurance

My wife and I are in Florida and my wife needs a fairly rare ENT surgery that only 1 Doctor in the area performs on any regular level. Unfortunately my wife’s health insurance HCA United Healthcare is only in network in HCA facilities and this surgeon doesn’t operate at any. The booker filed an exception and we are waiting to see if it is accepted.

Our re-enrollment period ends tomorrow and we thought maybe we could enroll in the highest level of insurance so at least her out of pocket costs would lower because this is going to be very expensive. We also thought about the possibility of enrolling in private insurance instead considering we know she will need this surgery and we can find network coverage.

Since the doctor has specified she needs this surgery in the near future will private insurance take her as a client? If we enroll in a higher level of healthcare through her job with that knowledge would it take effect as long as surgery was 2022 even though the exception was filed at our lower level insurance?
