My cousin went through the open enrollment marketplace for her parents, attempting to add a plan for just her mom and not her Dad (they were one one plan, and she wanted to upgrade her Mom’s plan, and her Dad didn’t want to be on it). Somehow, this didn’t work and neither was enrolled (I’m not sure on the details why).
This is a stretch, but:
They had a plan last year from the marketplace, which just ended. Does that insurance ending count as involuntary loss and qualifies them for an enrollment period?
